THE UNIT PRICE ENTRY ON THE SERD IN AUTOSERD AND THE PRICE MAINTAINED IN MDF & SERMIS HAVE 
CAUSED CONFUSION TO THE SERD PROCESSORS. 

NIIN TAB EQUIPMENT VALUE FIELD IS THE ONLY PRICE PASSED TO SERMIS AND IS CONTROLLED BY NAVICP 
THROUGH THE MASTER DATA FILE (MDF). 

SERD TAB PRICE FIELD IS A REFERENCE PRICE FIELD ENTERED DURING PROCESSING OF THE ORIGINAL 
SERD AND REPRESENTS THE ESTIMATED UNIT PRICE OF THE SE END ITEM AT THE TIME OF SERD SUBMITTAL. 

THIS FIELD ALONG WITH THE DATE OF ORIGINAL SUBMITTAL PROVIDES A REFERENCE POINT FOR PRICE z]

Crane Truck, Airplane Crash: 

A crane which is a compact unit with a short turning radius, 
having a traveling boom on a multi-position boom carriage. This 
unit consists essentially of a crane structure and a power unit

1) General: NSNs (National Stock Numbers) are required for all items which 
are centrally managed or procured for supply system stock. Further, new 
items entering the Navy Supply System will be identified in time to permit 
assignment of NSNs prior to shipment from suppliers. There are a number 
of instances when a Navy Item Control Number (NICN) is used prior to 
assignment of a NSN. Included under the NICN designations are the 
following: 1CP assigned control numbers, kit numbers, publications and 
forms ordering numbers, local Navy Activity Control (NAC) numbers, and 
other locally assigned numbers. 

2) NICN FORMATS. The NIC is a 13-digit number which is comprised of the 
following parts:

B. Deviations from the standard format or for use of other 
than the alpha NIC Number Codes require approval by the 
Naval Supply Systems Command (SUP 4113). Those Navy 
Item Control Numbers assigned prior to the NSN conversion 
and up until 31 December 1974 are identified by 1 or 2 NIC 
Number Codes: 00 when all the digits are numeric (as in the 
case for forms and publications ordering numbers and name 
brand subsistence items) and LL when an alpha character 
appears in any position of the assigned NICN (e.g. aircraft 
change kit numbers and ICP/item manager assigned control 
numbers). All NICNs assigned after 1 January 1975 will 
contain a NIC Number Code as shown in paragraph 2a 
above.

availability and does not include developmental costs. 

During Processing, the contractor's estimated price for the 
SE item will be entered into AUTOSERD. This is a mandatory 
entry block! 


Prices must be entered and cannot be less than $1.00. If no 
price given, use estimated price and detail how estimation 
was done in the General Remarks. (Similar SE cost, trade 
studies, cost analysis, etc) 

Date of Original Submittal: Indicates date of the Original 
SERD creation in the database. The date provides quick 
reference to the age of the SE end item and the

Handbook. Code Numbers Range from 1-30. When adding or 
deleting Technical Manual Codes within AUTOS ERD, be sure to 
Save the Records before switching Tabs. When more than Four 
Technical Manual Codes are entered, the scroll bar across the 
bottom becomes active so the user may see all listed Codes. Code 
Numbers higher than 30 are possible as well, but must be 
explained further in the remarks section of the SERD.

distinguishes between complete systems and components. The US military 
uses detailed definitions of "Item Levels" from single "Parts" to complete "Systems", 
and a brief explanation of all terms relevant to the discussion of ASETDS can be 
found here. ASETDS does not designate parts and assemblies, and uses different 
designation schemes for the other item types. 

Complete Equipment 

These designations cover sets, subsystems and systems and also include equipment 
items like vehicles, shelters, etc.

(6) The "(V)" symbol indicates an equipment with variable components (sets, 
groups or units). A number following the "(V)" is used to designate a specific 
version of the equipment, i.e. with a specific component configuration. If a 
component of a set or system is of variable configuration, i.e. carries a "(V)" 
symbol, the set or system itself must also use the "(V)" symbol.

Considerations), Power, Tie Down Provisions, etc. make an end 
item an installation significant candidate.

Following SERD approval, the contractor is required to 
furnish SEID to define the facility and SE interface criteria. 
At a minimum, this is to include information pertaining to the 
equipment's physical properties; space demands; mounting 
details; electrical, pneumatic, and cryogenic needs; and 
safety provisions. 

LSA070 format SERDs require a narrative description of the 
considerations required for the installation of the SE item. 
Discussion should include any equipment needed to install the 
item, such as cranes, hoists, etc. In the event that 
modifications to existing facilities are required (to house 
the SE), a facilities data table must also be ~ —

Type Equipment Code : "OPNAVINST 4790. 2H of June 1, 2001 on 
TEC (appendix K) reveals: "TECs are 4-character codes which 
identify either the end item or category of equipment on which 
work is performed. Codes in each specific category are structured 
in the manner best suited to describe the equipment concerned. 
To Maintain the stability of historical data, a TEC is considered 
unique to an end item over its life cycle and for 5 years after the 
end item has been retired for reporting purposes. Afterward, the 
TEC is considered to be deactivated. A deactivated TEC may be 
reassigned for a new application if deemed necessary by 
SPAWARSYSCEN Chesapeake, VA." USN uses TEC to Specify the

G Series : Common Support Equipment and Aeronautical Expeditionary 
Airfield Equipment. Equipment in this code series is identified by 
subcategory, group, and individual designation. Equipment assigned G 
series must be repairable and able to perform their intended function 
independently. The general equipment group is indicated by a code ending 
in A, for example, GACA=Diesel Engine Driven Electric Generator Units.

S Series : Aircraft PSE Equipment in this category is identified by aircraft 
application, subcategory, and individual model & type number. Equipment 
assigned S Series TECs must be repairable and able to perform their 
intended function independently. The general equipment application and 
subcategory is indicated by a code ending in A, for example, SCBA = A-6 
aircraft SACE equipment. This code may be used when the specific 
equipment type or model designation is not known, or when an unique TEC 
is not assigned to the specific equipment involved. However, codes ending in 
A should not be used when a more specific code can be applied. An example

AIRCRAFT INVENTORY RECORD 

Field Descriptions 

AIRCRAFT INVENTORY RECORD The AIR is used to establish a formal, continuous chain 
of accountability for specific equipment installed on or designated for use on any aircraft. 
The AIR is applicable to all aircraft and lists selected material and equipment accountable 
by all Navy organizations that are assigned or or physically possess operational aircraft. 
The AIR is prepared by the aircraft manufacturer and is delivered with each individual 
aircraft. 

Aircraft Transfer and Acceptance When an aircraft is to be transferred on site, 
designated inventory teams from the transferring and accepting activities jointly inventory 
the aircraft and record, in the appropriate column of the AIR Equipment List, OPNAV Form 
4790/111, the quantity of each item on board the aircraft at the time of transfer. The 
AIR Shortages, OPNAV Form 4790/112, is completed to identify shortages of AIR items 
and mission essential subsystems matrix (MESM) related equipment that are not 
available for transfer, concurrent with the aircraft. When a ferry pilot is required to effect 
an air- craft transfer, two inventories are made— one before the ferry flight by the 
transferring activity and one on completion of transfer by the accepting activity. The Ferry 
pilot does not participate in the inventories except to accept custody of pilferable and 
classified equipment from the transferring activity and to transfer custody of the items to 
the accepting activity. 

AIR items that cannot be placed on the aircraft for transfer are shipped separately 
marked as AIR Equipment for Aircraft Bureau Number (BUNO). A note to indicate 
such shipments is made in column E of the AIR equipment list opposite each 
affected equipment. Immediately upon receipt of notification of transfer, the 
transferring activity inventories all equipment specifically assigned to the aircraft (AIR 
and MESM equipment), including all items that cannot be placed aboard 8 ire raft Tap'-' 
transfer, and then lists such equipment on a DD Form 1149. This loose equipment is turned

When an aircraft is delivered to a depot or contractor facility and is scheduled to 
be returned to the same organization after special depot level maintenance (SDLM), 
testing, or special projects, items not requiring rework or required by an activity for 
testing or special projects are retained by the current reporting activity. All 
removals should be appropriately noted on the OPNAV Form 4790/112 to relieve 
the depot or other activity of accountability requirements. The OPNAV Form 
4790/104 is certified during the transfer action. 


When an aircraft is transferred via a depot or contractor program, the transferring 
activity ships only the minimum of essential AIR items noting all shortages on the OPNAV 
Form 4790/112. The remaining equipment is shipped to the receiving activity 30 days 
before the scheduled depot or contractor completion date. The OPNAV Form 
4790/104 is certified during this transferring action. 

AIR Shortages 

When shortages of inventory items are re- vealed in preparing an aircraft for transfer, 
every effort should be made to locate the items or effect replacement before 
transfer. However, transfer of the aircraft must not be delayed pending 
replacement of the items. 


Before transfer, an OPNAV Form 4790/112 is prepared, listing all missing AIR- and 
MESM- related items. The original signed copy of this form is retained by the 
transferring activity as a permanent record of transfer. A second copy of the form 
remains in the AIR and is delivered to the accepting activity. A third copy of the 
form is forwarded to the aircraft controlling custodian/type commander 
(ACC/TYCOM) of the transferring activity. In case of an aircraft transfer between . 
ACCs/TYCOMs, the third copy of the form is forwarded to the ACC/TYCOM of ^he ■ ■

O Level Maintenance is performed by an operating unit 
on a day to day basis in support of its own operations. 
The O-level maintenance mission is to maintain 
assigned aircraft and aeronautical equipment in a full 
mission capable status while continually improving the 
local maintenance process. While O-level maintenance 
may be done by I-Level or D- Level activities, O-Level 
maintenance is usually accomplished by maintenance 
personnel assigned to aircraft reporting custodians. 

O Level Maintenance Functions generally can be 
grouped under the categories of: Inspections, 

Servicing, Handling, On-equipment corrective and 
preventive maintenance (including on-equipment repair, 
removal and replacement of defective components).

I Level Maintenance mission is to enhance and sustain 
the combat readiness and mission capability of

material support and may be grouped as follows: 
Performance of maintenance on aeronautical 
components and related SE; Field Calibration Activity 
which perform I-Level calibration of designated 
equipment; Processing aircraft components from 
stricken aircraft; Providing technical assistance to 
supported units; Incorporation of TDs; Manufacture of 
selected aeronautical components, liquids, and gases;

D Level Maintenance is performed at naval aviation 
industrial establishments to ensure continued flying 
integrity of airframes and flight systems during subseguent

items. It includes manufacturing parts, modifying, testing, 
inspecting, sampling, and reclamating. D-Level 
maintenance supports O-Level and I-Level maintenance by 
providing engineering assistance and performing 
maintenance beyond their capabilities. 

D Level Maintenance generally consists: Standard D-Level 
Maintenace of aircraft; Rework and repair of engines, 
components, and SE; Calibration by Navy calibration 
laboratories and Navy Primary Standards Laboratory;

THE IMA, USED AND AFTER USE, ITEM IS RETURNED TO IMA, 

P - PREPOSITION ITEM - Assigned to items weighing over 200 pounds 
(over 300 pounds for wheeled equipment), exceeding any of the 
following dimensions when stowed (6' x3'x 2'), fragile or subject to 
misalignment or calibration through transportation and not coded for

Within a specific NIIN and also the NIIN family the following rules apply: 

1) Must be "N” coded for all "I” allowances and "O” where the squadron fully owns 
the SE. 

2) Must be "P” if the dimension, weight, or fragility meets the above requirement. If 
one "P” code exists for the NIIN then "N”, "L” and "M” are not allowed. It can have 
other "E” coded allowances (Also for family members provided all BOI elements 
match - System, System Name, WUC, Deploy, C/G, Inv Rec, ML, LV Code, 3 Deg, 
Special Alloc [including Per & QTY], and the ten column spread) 

3) Should be "E” when the item is infrequently used. If one “E” code exists for the

Custody Code Warning 



The use of a custody code directly impacts allowance computations. 

The "E" code computes the highest single application based on the total 
number of models employed at that AAI and selects that value as the 
computed allowance for the I-level to retain until an O-level checks it out 
on a sub-custody basis, returning the SE asset when they are done using it. 

The "P", "L", and "M" codes compute sufficient quantities for each O- 
level on-board to checkout the SE for full time use and depending on code 
determines whether they take that asset with them or not when they 
deploy: "P" means turn in and check out from new host AIMD; "L" and "M" 
means they take them with them. 

Changing from one code to another causes a management nightmare for 
the fleet. All SERD reviewers/evaluators should/must consider the impact 
of changing this code!!!! IE: a change of "E" to "P" changes allowances 
from a qty =1 or 2 total at the AAI to 1 or 2 per each O-level causing SE 
deficits in SERMIS!!! "P" to "E" does the opposite cai

What does the three degree code mean??? 

Three degree code. Used to indicate level of 
maintenance for engine, GTC, and propeller 
support. 


1 The repair of gas turbine engines to a depth which includes and goes beyond 
that repair authorized for second- and third-degree IMAs. It includes compressor 
rotor replacement and disassembly to a degree that the compressor rotor is 
removed. Any degree of repair which requires compressor rotor removal 
constitutes first-degree repair. Only those activities specifically designated as 
first-degree repair activities and included in NAVAIR Note 4700 will be outfitted 
to accomplish repair of that magnitude. 


2 The repair of a damaged or non-operating gas turbine engine, its accessories, 
or components to an acceptable operating condition. As used in this instruction, 
repair by designated IMA's includes the repair/replacement of turbine rotors and 
combustion sections, including afterburners. Also authorized are replacing

GOVERNMENT FURNISHED AERONAUTICAL EQUIPMENT (GFAE) IS USED TO 
IDENTIFY AIRBORNE COMPONENTS (WRAs/SRAs) USED/REQUIRED TO 
COMPLETE TEST BENCH INSTALLATIONS OR TEST HARNESS SET-UPS. 

- GFAE ITEMS WILL BE SHOWN IN THE ASSOCIATED TEST EQUIPMENT TECHNICAL 
MANUAL AS PART OF 

THE TEST SET-UP.

Functional Analysis: Describes the functional 
requirements of the End Article. It will provide a
